HAILAKANDI FOREST DIVISION AT A GLANCE

Hailakandi Territorial Division under the Southern Assam Circle has been started functioning since 07-07-1992. The boundaries of the Division are co-terminus with that of Civil District of Hailakandi save and except a part from eastern boundary, wherein a small portion of Cachar District entered under the territorial jurisdiction of this Division. The details of boundaries are given below:
North – Cachar District;
South – Mizoram,
East – Cachar District and Mizoam,
West – Karimganj District.
The entire division falls within 92025/ E. to 92046/ E. Longitude and 2408/ N. to 240 53/ N. Latitude. The total geographical area is 1327 Sq. Km. (Aprox).

1.Working Plan:
Mr. M. K. Yadav, IFS, has written the working plan of the division for the period of 1998-99 to 2010 which the Central CCF has signaled to go ahead after minor changes as agreed to during the meetings as recorded to the minutes of the meeting communicated vide his letter no. FG.62/WP/REWP/Pt., dated: 23.12.1998 from CCF(REWP), Assam.
2. Forest Type:
There are two major forest types are present in this Division which Mr. Yadav, IFS feels revision according to ground reality. The forest types are given below:
i) Cachar Tropical Moist Evergreen Forest (1/1/B/C3)
ii) Cachar Tropical Moist semi Evergreen Forest (2/2B/C2)

6. Plantations: Several plantation programme have been under taken in various schemes like Compensatory Afforestration, Revolving fund, R.D.F, MMABJ to develop the degraded forest area of this division and to achive 33% forest cover
7. Interstate border:
The Interstate Border of Hailakandi District /Division runs along Assam-Mizoram Border along the southern and south - eastern boundaries of Inner Line (Hilakandi Part) R.F. & Katakhal R.F. under Gharmura, Kukicherra, and Matijuri Ranges covering.
Length: Approximate length of the Interstate Border is 60.0 Km. covering 3(three) Ranges.
Problems: The Mizoram Govt. and Mizo people encroached more than 759.0 he. of RF land of this division in Phaisen (under Matijuri Range) and Kachurthol (under Gharmurah Range) area in the form of squatting of forest land by Mizo People and Govt. of Mizoram by constructing various structures taking advantage of so called interstate boundary dispute as well as inaccessibility from our side .
To sort out the problems, various meetings in Deputy Commissioner Level between Hailakndi and Kolashib of Mizoram takes place but no such follow up actions from Mizoram side take place. There is always a tendency of encroachment from Mizoram side has became a chronic problem in this Forest Division.
However, for effective checking of the encroachment, the undersigned feels that:
1. Regular D.C Level meetings to sort out the problems
2. Posting of the semi permanent structured BOPs at strategic locations before cropping up future complicacies along the existing border line may be taken up so that regular joint patrolling of battalion and forest personals may be done for effective protection of border.
8. Saw Mill ; Two MIE.were Constituted viz Matijuri and Panchgram MIE for shifting of saw mills as per direction of High Power Committee under this division .but no Saw Mill is functioning under this Division (the only HPC.cleared Saw Mill viz M/S Jai Santoshima Saw Mill , Kalinagar Katakhal) due to non shifting of the Mill to the above MIE.
9. Industry:
Paper Mill ; A unit of HPC.Ltd.(Govt.of India enterprise ) situated at Panchgram under this Division.The Bamboos originated in this regions and nearby states are used as main raw materials of the Industry.
Crusher unit ; One crusher unit (M/S.Century Trade and Industries) located at Uttar Badarpur is functioning under this Division ,as no stone quariy is under this Division as such stone boulders are mainly extracted from Karimganj Division under cover of proper Transit Documents.
10. Joint Forest Management Committee
The Hailakandi Forest development Agency has started functioning its activities from the grant in aid received from the National Eco-Development Board (NAEB), Ministry of Environment & Forests, Govt. of India for implementation of the National Afforestation Programme (NAP) in twenty nos. of JFMCs located in various Reserved Forests of Hailakandi District.
For implementation of the NAP in the twenty JFMCs, as approved by the NAEB, the micro plans for each JFMCs have been prepared by PRA (Peoples Participatory Approach) method and duly approved. The Works in each JFMC have already been started as per the approved programme..
11. Wild life.
A proposal for declaring the existing part of Katakhal and Inner line R.F. in to Dhaleswari Wild Life Sanctuary had been submitted for the interest of the ecological and environment benefits and waiting for its approval and notification. This will provide more protection of forests and wild life and maintain ecological balance of the district. The proposed wild life sanctuary has a diverse vegetation it is characterized by major ecological system which contains different life forms and different forest types endemic to this district of Hailakandi. The forest types as per Mr. Rajkhowa, the then Chief Conservator of Forests as follows:
1)Cachar Trophical Evergreen Forest (1/1/B/C3):- The man species under this types are Dipterocarpus turbinatus (Gorjan), Plaquam polyanthum (Kurta), Melacona baccifera (Muli). The other important species are Michalia species (Sundi). Eugenea speciest(Jam). Cynometra polyandra(Ping). Cedrela tuna(Puma). Podocarpus nerifolium(Jinari). Sapium baccatum(Bolos). Amora wallichis(Rata) etc. The Cachar tropical evergreen forest is a formation of Mesua-Dejntrocarpus- Palaquoam. Due to the shifting cultivation in this region. Yet Melacona baccifera and Macaranga species is still colonized the entire Innerline R.F. Most of this types are fould in the steep and lower slopes of the hills.
2) Cacahr Tropical Semi evergreen Forest (2/2B/C3):- The Artocarpus chaplasa(Cham). Dipterocarpus Turbinatus(Gorjan) are the characteristic species of this forest types. Most of this types are found on the top hill slopes towards southern and western sides of this Division.
